Lor (pronounced “law”), also known as “Lore” was a form of law developed over centuries for the control and enforcement of the lowest class of citizens in Roman society known as “municeps” as well as non - Roman citizens and slaves.

The word and concept of Lor is the direct source of the modern word “law” and the concept of “common law” whereby the people are deemed to have certain rights. However, even with these rights, the very design of the three (3) layer - law system means one who is subject to the “lor” can never have greater rights than one who is subject to “lex”.

The most common phrase under Roman law to define the body of rules applied to the lowest form of citizens was Ius Commune, largely misinterpreted as “common law”, when the more accurate description is “rights of common property, equality and use (of the lowest class)” .
